Well, for starters it's a "building full of computers" which produces hellacious amounts of noise - including infrasonic energy which has serious negative health effects even on deaf people.

Yes, there is legitimate concern that all consumers will have to pay more for electricity. Fair enough. So ensure that the new consumers pay all the costs of their arrival, by requiring that electricity prices will not rise faster than inflation as long as the data centre is active. That's a condition for building the centre, otherwise electricity will not be provided.

If this is the government of the township, and they don't want a data center, can't they just deny permission to build a data center? Don't they have any zoning laws? Can't they just pass a municipal ordinance saying, "No new data center"?
